Conservation Commission
Meeting
October 3, 2002

Peg Arguimbau Chairman, Mike Cook, Stephan Glicken, Janet Dunlap, Hank Langstroth and Peter Holden were the members present. Katherine Roth arrived at 8:25 p.m.

7:45 p.m. N.O.I. Public Hearing Continuance, construction of single-family house and related site work at 140 Maskwonicut Street:

Due to the absence of the applicant, Peg called for a motion to continue the hearing until such time as indicated by the applicant.
Mike moved. Hank seconded. Voted. Unanimous.

7:50 p.m. Review Past Meeting Minutes:

Peg called for a motion to accept the September 19, 2002 Meeting Minutes with the spelling correction of the name Wluka on page 1.
Hank moved. Stephan seconded. Voted 3-0-3.

7:55 p.m. Update on The Recreation Department's Grant Application for constructing a ball field and the Town's Open Space Master Plan:

Peg informed the Commission that Greg held a meeting with Dave Clifton. A letter was drafted and sent to Jennifer Soper at the Division of Conservation Services to initiate the Recreation Department's Grant application. The inspection of the site is scheduled for October 11th.
Peg reviewed with the Commission Section 3 of the Open Space Plan, which provides all the details regarding the data on land parcels. The Commission is supportive to lead the process in the update of the Open Space Plan.
Peg will arrange a meeting with Ben Puritz and Dave Clifton to coordinate the revision of the Open Space Plan between the Recreation Department and the Conservation Commission.

 8:05 p.m. The Commission signed:

Certificate of Compliance on the Subdivision on Christina Estates, SEP# SE-280-366, including Lot # 2.
Conservation Restriction on Lot#38Christina Estates.
Conservation Restriction on Lot #'s 10, 11, 13, 13-A, 14, & 14-A Christina Estates.
Conservation Restriction on Johnson's Hollow.
Bills.

8:10 p.m. Acting Governor Swift's Proposed Changes for Title 5 Septic System Regulations:

Greg distributed copies of Acting Governor Swift's proposal to change the maximum percolation rate from 30 minutes per inch to 60 minutes per inch on the Title 5 septic system regulations.

8:20 p.m. Other Issues:

The Commission concurred to schedule the next Conservation Meeting at 7:00 p.m., Thursday, October 17th   at Town Hall.  After the meeting they will adjourn to Eric Hooper's Water Management Hearing scheduled for 7:30 p.m. at the Community Center.

8:25 p.m. Cliff Towner submits Groundwater Monitoring Data to the Commission:

Cliff presented a table to the Commission that illustrates fluctuating water levels in the Town monitoring wells from April 2001 to August 2002.
Greg explained to the Commission that the Sharon DPW gathers this information from existing 2 ½" monitoring wells. The monitoring program was set up as part of the groundwater-monitoring requirement for Well #8.
Cliff informed the Commission that this year the water table has dropped 14' in some areas of Town. Rainfall has been above average approximately 8"-10" every year for the past 5 years. To date, this year we've had 39" of rainfall (all on unfrozen ground) and 42" is normal for this area dating back to 1948.

After adjournment, the Commission attended the 8:45 p.m., Water Management Meeting at Town Hall.
